Chapter Overview
What happens: When the day of Pentecost arrives, the believers are together; a sound like a rushing violent wind fills the house, tongues like fire rest on each, and they are all filled with the holy wind/spirit and begin to speak in other tongues/languages (vv.1-4). Devout Jews from every nation, in Jerusalem for the festival, each hear their own language and are bewildered; some mock, "they are full of sweet wine" (vv.5-13). Peter, standing with the eleven, answers: this is not drunkenness but the fulfillment of Joel — God pouring out his wind/spirit on all flesh in the last days, so that everyone who calls on the name of the Lord will be saved (vv.14-21). He proclaims Jesus the Nazarene, attested by God, handed over by God's plan yet killed by lawless hands, and raised because death could not hold him; David, a prophet, foresaw this (Ps 16) — and David himself, who did not ascend, said "the Lord said to my lord, sit at my right hand" (Ps 110), so God has made this crucified Jesus both Lord and Messiah (vv.22-36). Cut to the heart, the crowd asks what to do; Peter calls them to change their minds and be immersed in Jesus's name for the release of sins and the gift of the wind/spirit; about three thousand are added (vv.37-41). The new community devotes itself to the apostles' teaching, the fellowship, the breaking of bread, and the prayers, holding all things in common, and the Lord adds to their number daily (vv.42-47).

Key themes: Pentecost/Shavuot as the harvest-festival setting for the Spirit's "harvest" of the nations; the wind/spirit theophany (sound, fire, tongues) recalling Sinai; the reversal of Babel — one message heard in many languages; Joel's "last days" and the democratization of the Spirit (sons and daughters, young and old, male and female servants); the kerygma (proclamation) pattern — Scripture, the cross by God's plan and human hands, the resurrection, the exaltation, the call to respond; the Davidic argument from Psalms 16 and 110 that the Messiah's resurrection and enthronement were promised; "Lord and Messiah" as the confession; repentance, immersion in Jesus's name, forgiveness, and the gift of the Spirit as the response; the communal life — teaching, fellowship, bread, prayer, shared goods — as the Spirit's first fruit.

Watch for: "Tongues" shifts sense — the visible "tongues like fire" (v.3, the fire-shape) versus the "other tongues/languages" of speech (vv.4, 11, kept with the slash). The Joel citation's first-person divine speech is marked (vv.17-21); Peter's sermon is not. Kyrios carries YHWH in the citations ("the day of the Lord," "calls on the name of the Lord," v.21; "I saw the Lord," v.25) and at 2:34 carries two referents at once — the crux of the chapter. At 2:38 the preposition eis ("for/unto the release of sins") is theologically loaded; the TT preserves it without resolving cause-versus-purpose. Hades (vv.27, 31) renders the LXX of Sheol. The community summary (vv.42-47) uses koinōnia ("fellowship/sharing").

Connection: Acts 2 is woven from the Hebrew Bible. The wind, fire, and the festival evoke Sinai (Ex 19), where Jewish tradition located the giving of the Torah at Shavuot; the many languages reverse Babel (Gen 11). The sermon's backbone is three texts: Joel 2:28-32 (the outpoured Spirit and "the name of the LORD"), Psalm 16:8-11 (the holy one not abandoned to Sheol/Hades), and Psalm 110:1 (the LORD's word to David's lord). The promise "to you and to your children and to all who are far off" (v.39) echoes Isaiah 57:19 and Joel 2:32. The community of shared goods recalls the covenant ideal of "no needy among you" (Deut 15:4).

14But Kefa (Peter), standing with the eleven, lifted up his voice and declared to them, "Men, Jews (Yehudim), and all those dwelling in Yerushalayim (Jerusalem), let this be known to you, and give ear to my words. 15For these people are not drunk, as you suppose, for it is the third hour of the day; 16but this is what has been spoken through the prophet Yoel (Joel): 17'And it will be in the last days, says God, that I will pour out from my wind/spirit upon all flesh, and your sons and your daughters will prophesy, and your young men will see visions, and your elders will dream dreams; 18and indeed upon my menservants and upon my maidservants in those days I will pour out from my wind/spirit, and they will prophesy. 19And I will give wonders in the sky above and signs upon the earth below — blood and fire and vapor of smoke. 20The sun will be turned into darkness and the moon into blood, before the day of the Lord comes — the great and manifest day. 21And it will be that everyone who calls upon the name of the Lord will be saved.'

22"Men, Israelites, hear these words: Yeshua the Nazarene (Yeshua the Nazarene), a man demonstrated to you to be from God by mighty works and wonders and signs which God did through him in your midst, just as you yourselves know — 23this one, given up by the determined plan and foreknowledge of God, you, through the hand of lawless men, fastened up and killed; 24whom God raised up, having loosed the birth-pangs of death, because it was not possible for him to be held by it. 25For David says concerning him: 'I saw the Lord before me always, because he is at my right hand, that I may not be shaken. 26Therefore my heart was glad and my tongue rejoiced; and still my flesh also will rest upon hope, 27because you will not abandon my soul to Hades, nor will you give your holy one to see corruption. 28You made known to me ways of life; you will fill me with gladness with your face.'

29"Men, brothers, it is permitted for me to say to you with boldness concerning the patriarch David, that he both died and was buried, and his tomb is among us until this day. 30Therefore, being a prophet, and knowing that God swore to him with an oath that of the fruit of his loins he would seat one upon his throne, 31looking ahead, he spoke concerning the resurrection of the Messiah, that neither was he abandoned to Hades nor did his flesh see corruption. 32This Yeshua (Jesus) God raised up, of which we all are witnesses. 33Therefore, exalted to the right hand of God, and having received the promise of the holy wind/spirit from the Father, he poured out this which you both see and hear. 34For David did not ascend into the heavens, but he himself says: 'The Lord said to my lord, "Sit at my right hand, 35until I set your enemies as a footstool for your feet."' 36Therefore let all the house of Israel know assuredly that God made him both Lord and Messiah — this Yeshua (Jesus) whom you crucified."

37And hearing this, they were pierced in the heart, and they said to Kefa (Peter) and the rest of the apostles, "What shall we do, men, brothers?" 38And Kefa (Peter) said to them, "Change your minds, and let each of you be immersed upon the name of Yeshua the Messiah (Jesus) for the release of your sins, and you will receive the gift of the holy wind/spirit. 39For to you is the promise, and to your children, and to all those at a distance, as many as the Lord our God may call to himself." 40And with many other words he testified solemnly and was exhorting them, saying, "Be saved from this crooked generation." 41So those who welcomed his word were immersed, and there were added in that day about three thousand souls.

42And they were persevering in the teaching of the apostles and in the fellowship, in the breaking of the bread and in the prayers. 43And fear was coming upon every soul, and many wonders and signs were happening through the apostles. 44And all those who believed were together in the same place and had all things in common, 45and they were selling their properties and goods and distributing them to all, as anyone had need. 46And persevering with one accord day by day in the temple, and breaking bread from house to house, they were sharing food in exultation and simplicity of heart, 47praising God and having favor toward all the people. And the Lord was adding those being saved day by day to the same place.
